Once you have " bathed " in all 3 Hot Springs , your Bays will unlock.

Tonfa Triumph
Defeated Sarutobi Sasuke in the mission "The Siege of Osaka (Wintertime)" using just tonfa. (Cannot use a Visitor / Companion.)

I recommend getting the Tonfa Master Bays done and out of the way earlier you attempt this as you lot volition accept become more than than adept at using Tonfa.
